Treatment Plan and Treatment Plan Review
I would like for the system to generate a reminder or notification that the treatment plan and review must be completed before it allows for another note to be written on client past the requirement of 30 or 90 days

You should be able to set the Treatment Plan as a required document (in the list manager) and set the recurring days on it. Then you need to set it as a requirement in the client's profile which prevents notes if requirement is not met.
